The historic KwaDukuza declaration was adopted at the G20 Ministers of Culture Meeting in Zimbali, KZN, on 26–27 October 2025, highlighting cultural restitution and heritage preservation as global priorities.
South Africa’s Minister Gayton McKenzie pushed for the return of cultural artefacts and ancestral remains taken during colonial rule.
He also emphasised Digital Cultural Equity, calling for fair recognition and pay for online creators.
The declaration includes the creation of a Task Team on Repatriation and Restitution and negotiations for an International Cultural Restitution Facility.
KwaZulu-Natal MEC Mntomuhle Khawula noted that cultural and heritage tourism strengthens national identity and contributes to GDP.
