Speaking at the Pan-Commonwealth Forum on Open Learning in Botswana, Higher Education Deputy Minister, Mimmy Gondwe highlighted the challenges faced by small states, including limited economies of scale and talent retention.
Gondwe emphasized that partnerships and shared knowledge are crucial to building resilient education systems.
